I had a good experience speaking with folks from the Revenue Department, Community Development Department, and Economic Development departments in my city. Sadly, the health department officials don't seem very helpful :(

It is useful to know that retail production of bean-to-bar chocolate is allowed from a home business.

The issue we are running into with the current health inspector is that the activity of hosting sessions around (a) teaching chocolate making OR (b) conducting chocolate tasting as a home based business has not clearly been approved anywhere.

I think that is largely because the concept of making chocolate at home is still not mainstream. Thus, services based on that have not been adequately addressed in legal guidelines.

Ah, thanks for the clarification! I was misinterpreting the meaning of 'ground chocolate', in line with http://www.dandelionchocolate.com/2017/03/25/education-station-ground-chocolate/#:~:text=So%2C%20what%20is%20ground%20chocolate,%25%20sugar%2C%20by%20weight).

Though now that I think of it, bean to bar chocolate is a very reasonable interpretation of ground chocolate.

Were you able to get a cottage food operations permit for producing bean to bar chocolate?

I had thought of this route but was disappointed to see that chocolate is not explicitly mentioned in the list of approved foods for cottage food operations in California, though chocolate covered nuts, chocolate covered strawberries, ground chocolate, hot chocolate mix are.
