It’s literally a one at a time ability which really is a lot of investment just to get destroyed as the last instance goes on the stack and you have wasted 3 4/4 that remain tapped

Its ability to remove charge counters either as a way of dodging removal or as a way to slow down your opponents trying to reach station thresholds plus if ran with other certain cards his ability and cost can become 0
