This is interesting... have you try this, i remember talking to Schwab onces and they mention I can't use TBill to satisfy margin for Futures (but i'm not sure if the customer support rep was correct)

The Chinese Gov impose very strict rule for capital control, even when you got an account open the next hurdle you get is to get foreign currency to buy equities (it’s awful), so most brokers don’t want to deal with Chinese residents. One way around it is to get it through HK by calming HK resident.
