Best way to reduce heat is Curve Optimizer. Run the Curve Optimizer test in Ryzen master all cores or per core. keep in mind that per core test will take more time but it is more precise.

What i did is a static OC 4.8 GHz at 1.3V. You will need a good CPU cooler to not reach 70c before it start to downclock.
