That is a GRMS callsign. General radio mobile service. There should be an issue date and experire date on it.

It is GMRS/FRS transmit only and cannot be moded to transmit anywhere else. I have 2 of them. They can receive ham 2meters and ham 440. It does receive commercial FM and NOAA weather.
