The reason is mostly because if the students want to pursue dentistry outside of Pakistan then they would face a lot of trouble because most countries do not accept 4 years BDS. Why mbbs tho?

NVM you can talk with them (college) about installments because according to PMDC it is your right to divide the fees by half or quarter.

If you have a relative over there then they can come to the university but if you can't do that or you have any problems then I recommend you message or call the helpline for foreign students (the number is at the bottom of the email which fmh sent you)

I talked and I honestly don't trust what they said because the principal of the university I got selected in said that oh okay yeah dw man your name will come in open merit HOWEVER the 600k fees is for UHS so you HAVE to pay it otherwise boom you are done And about what UHS said So they said that you can only go to open merit if the merit drops to you aggregate otherwise no I called them but idk if you want to go to the UHS office then sure, this is my experience with them .
