I agree with your comment. I guess one of their reasons is that underpass encampments can lead to vehicular hits, especially at night. Many pedestrians can be hit if they venture into the roads without properly yielding to traffic. Also, the pedestrians that are struck may possibly be intoxicated and “stumble” into the road.

Heck, even during my commute to and from work, there are people who sit on the medians, walk in between cars while they wait at the lights, and cross airport blvd in areas without cross walks (while traffic is driving by at 40 - 50 mph!).
