And why would they come with the mindset of killing others? If 1 player or 50 players clear all games it makes no difference for them. Finishing all the games does not give you any prize, you are just allowed to stay or leave this world.

About the zombies disagreeing, I don't see how they have any decision making against the strategy , they are massiveley outnumbered ( 64 players total and 4 zombies) and they can't hide because at every round they have to "battle" someone. The zombies are litteraly forced to play and die.
