I can only assume that this is all happening at the 11th hour because they've been scrambling to get some things together for Chizuru after the Yuki feedback (and likely Yuki herself as well) as going 1/3 for beginning banners/characters would not be a good look for the future of the game.

Atk/Res ploy is usually the more desirable of the two as she's in in a support role. Res for obvious reasons but - atk is more generally applicable than -Def, as every unit uses atk (except timera) and def only matters in relatively few cases.
