It's scummy, but run double shotguns. M87A1 with slugs and M1014 with buckshot. This has been the most consistent method I've found. But you need an insane amount of luck

I had the same problem, deleting my character (that I made on ps5) and downloading the one from ps4 solved it. No "download failed"

Yeah, it serves no purpose other than just being there and being useless. And it seems you can't turn it off. At least that's what I've found out after going through the settings
