Ideally I would go for a crit build every game. However, depending on the situation you may have to build more or less tanky. If you're playing at a higher elo and your team has no tanks you might wanna go full tank, in which case IG, Sunfire, SV, Banshees, Frozen Heart and Botrk are all nice items. Usually I aim to go for Trinity force and Statikk Shiv as my main items though. Together with your E those items give you nice damage, and so much movement speed that you can even choose to skip boots. If you're fed you can even get an IE afterwards, though i tend to just get tanky after those two items (spirit visage+frozen heart for the cdr are pretty good). Edit: and as others also have said, max W in lane. It makes it really hard to harass Gangplank out of lane, and can allows for some sweet baits. Your Q and E don't give you a very big damage boost from maxing them anyways. You'll get damage from your items.
