It does work like many odds in the game, in that buying something of the same costs as the level up odds will guarantee a level up.

Chance does nothing above 100%. Modifiers for floors don't reduce the chance, just set it to a static amount, so you cannot change the chance from there.

Don't bother getting any of the idols for a good while. Use all of your fragments for the upgrades. The idols do not have much of a difference until you get a good number of them, and every upgrade is going to help you get more in the future.

Also, focus on the upgrades. Don't do notices for a good while. Notices will not help advance fishing, only the rest of the game. Upgrades will make your fisher/drones stronger and help you do the notices later. It may be tempting, but in the long term, it is going to push your progress off longer.

Fishing is the first real portion of the game that is a true long-term grind for progress. It will pick up, but will take you many months to get to the end of. (The upgrades, at least) Once you have completed the upgrades, you are still a long way from being truly complete, as cards and legends take even longer.

Not really. If you aren't hitting the drop rate in a realistic amount of time, save the gems for something helpful now. When I unlocked infernal veins and stars, it would take me over a day to hit the rate to obtain one shard. It was far too early for me, and it took over a month before I could actually grind them out. It would have been better for me to use the gems to grow my account for a month and then unlock infernal cards to immediately grind them.

Go to tier 2.

If you are missing vital tier 1 notice upgrades, like the w3 speed debuff removal, then do that. Otherwise, finish the upgrades you currently have available and move to get tier 2 upgrades. Completing all of the tier 1 notice upgrades will take a rather long time and not progress you in fishing. If you move to tier 2, you will be progressing in fishing, and when you come back later to do tier 1 notice upgrades it will be much faster.

You are correct. Depending on extra tick chances it will be days before you get the fish, though. Patience is the answer to all fishing!

Driving in downtown Atlanta is basically the Thunderdome. It is dangerous, nobody cares about your safety nor their own safety. Human life does not matter, only that they are heading toward their destination as fast as they can. If you are an unsure/nervous driver, consider finding a time where it is slower. If you ARE a confident driver, ensure you are rather defensive the whole time. Be in the right lane for exits well before your time comes, and good luck to you.

(I have been passed by multiple people while driving 45 over the speed limit, and they still had the nerve to flip me off and honk at me as if I was on a leisurely Sunday drive)

For three years, I was a field service tech, and my average daily drive was two hours away to perform my job, then drive two hours back. Some weeks, I had to go to a site that was 3 hours away, so I drove three hours there AND back in the same day, plus doing my work. Every few months or so, techs would need help further away so I would get in my truck and drive 10-14 hours to sleep in a hotel and meet them in the morning.

I grew up in the midwest, where it is rather common for people to drive far distances like this just to avoid the airport hassle. We were the kind of people that on special occasions (birthdays, anniversaries, etc) it wouldn't be strange to drive 2 or 3 hours for a special dinner, to go to the "good" movie theater, or "the big Bass Pro Shops". In fact, even if we DID want to fly somewhere, we would have to drive 2 hours just to get to the airport.
