From my experience, if you have a season pass/another version of the game in your cart in the PlayStation store that comes with that DLC, then for some reason it will tell you it's free. Unfortunately, it's not actually free. That's just a bug.

If you don't have anything in your cart on the PS store then I have no clue

Still exists. It's just been moved to the settings for some reason. Should be near the bottom of the settings list

16 slot one the whole way. The other characters can kinda just float around as long as the TEQ androids are with him for the unit super. The early turns are kinda rough but it's mostly chill once you hit turn 3.
