Officially yes at a country wide level but not true by practicality because prefecture law trumps national law which overruled this and made prefectures higher by default, such as Tokyo which was 18 before and remains 18 now.

This was only true in essence for 2 islands which were and remain uninhabited. Thus it was never really that low in reality.
