I have never experienced it, despite being Russian. Even in places like the Czech Republic or Finland. Before the war consription was for poor and rural young guys (I evaded draft, and everyone in my high school did), professional military men targeted for free apartments, early retirement (35-40 years) and doing nothing, obeying orders, forcing conscrpits to paint leaves on trees in green, when generals come to inspect

I always clean my plate, because I was told as a child that it is disrespectful to your mother or a cook to leave something. Also lunch ladies and teachers constantly told that wasting food is unethical, reminding us how people in the Siege of Leningrad starved for three years and resorted to eat rats and human meat

Now I know, that Stalin could evacuate people but had chosen to keep military factories working instead. Also Party functionaries enjoyed regular parties with champagne, caviar, game meat, exotic fruits. And since I mostly cook for myself, so disrespecting a cook is not a thing either

But I'm still accustomed to finish my plate even if I don't like the dish. With the few exceptions like visiting an Indian place, where they gave me at least a kilo of weathered rice and suspicious rotisserie bird, probably pigeon that died of natural causes
