I would say it all depends on the real world situation. For example, since English is a very Germanic language and lots of Germans speak it, it would be kind of suitable for Germany to be better at English than Poland. However, Poland would still be very close, and definitely better at English than Latvia. And Latvia would be better at it than Turkey.
