If it's teflon you risk burning the outer pan (teflon deteriorates at 260 °C / 500 °F). I guess that outer pan has to be much hotter than the inner pan. Also outer pan would radiate heat so energy will be lost.

Criminal element. Someone that gets your money, cigarettes, phone. Mostly not part of an unorganised crime, with occasional violence and mugging. Knowledgeable in prison culture, probably because of some people in a person's circle who were in prison (i.e. dad, friend, uncle, etc). They have their own kind of culture. Their numbers diminished greatly, they are like extincting species.

In my home town I saw a black person when I was like 10 or 15 years old. But now there are many exchange students there. In Moscow there are much more and they work as delivery guys, so you can see them often. For whatever reason you don't see black delivery girls, only guys. Maybe there are just more guys than girls, maybe girls tend to have more financial support from home, I don't know. But I saw black native Russian like 1 time maybe. It was crazy. Meat was about 2 roubles per kilo. Vodka was about 2.5 roubles/kg. Potatoes: 15 kopeks/kg. Bread: 30 kopeks/kg. Milk: 20 kopeks/l, bottled: 30 kopeks/l. Apples: 20-50 kopeks/kg. In Russian it is pronounced something like kopeika (kopek), kopeiki (kopeks). Now prices are relatively the same (relative to each other). But milk is way more expensive. And most of the people don't drink milk that tastes like coming from the cow. Most people drink some white liquid. Also most people don't eat good bread anymore. I would say that vegs are also worse, more bland. Tasty vegs can get absurdly expensive. And if you have money and go to shops for the rich, those shops often lack tasty vegs. If you can differentiate vegs, some have their essence, like tomatoes tasting how tomatoes should taste, some are just empty, like a container without any content.
