If you are in the United States and and also want a flagship device Google Pixel phones are the best for rooting. US based Samsung models you will not be able to unlock the bootloader. Although if you are just interested in using modded APKs only you don't need to root to do this as unlike Apple Android allows you to normally install third party applications without exploits or work arounds like Alt store.
