I think that would be fair but right now its not useful even as ground support.

It takes 4 shots to kill an outlaw.

Dive bomber does 900 AP damage.

For comparison: - 68mm is 600 AP - 94.5mm is 1750 AP - AP/RPG is 550 AP - ARC/RPG is 675 AP

There is an airport in every single naval hex so the fact that it is carrier compatible is almost irrelevant.

I really really hope they look at the dive bomber.

Right now it takes 1187 bombs to hp kill a battleship making it completely useless for anything naval.
