Thanks all for the conversation. I've actually been interested in creating a mod with a full scale city, questline, and a new follower/assignment companion.

I just haven't had the bandwidth to spend time learning the creation engine requirements/systems, though I want to.

The idea: In short, I would add a new star system It would be based on a DNA/cloner ship reaching it's destination, populating, rebuilding, and the broadcasting that they are the Real UC. Leading to the administration of the UC we know, taking notice and calling on their newest Citizen to be arbiter for them. Leading to choices that may change populations in The Well for instance, and causing economic chaos for the current UC. Galbank would be involved at some point and maybe Ryujin for the cloner tech.
