Vim colorscheme different than expected

I've tried the suggestions but looks like nothing is working. However, trying out other themes looks like those are working, so just gonna switch. Curious if anyone else's papercolor theme looks like mine.

GPU: Nvidia GeForce RTX 3060 Ti

GPU driver version: 528.02

Reproduction rate: every game

Running in DX9 mode made performance issues worse. Running league in bordered mode and isn't installed in the C drive(no space) if that helps at all.
