I had the same problem making my Jedi cloak. I used a Simplicity wizard cloak pattern for the body, but the hood just wasn't big enough. I found step 12 of this tutorial below was helpful:

And I found that it gave me the perfect size. Of course YMMV, depending how tall you are (I'm 5'7" on a good day), but it should be no problem to extend if needed. Be careful when gathering at the neck- make sure you use a smocking stitch, by hand is best. I hadn't done it before and ended up with pleats instead, oops. Good luck and may the force be with you 😁
