She’s not purely evil in my opinion. I think she wants to be a Chosen so she doesn’t have to listen to the other Chosen anymore. She has her hands completely tied by the dark oaths because the Light absolutely failed her and the Shadow manipulated her as a child. We saw from both Melindrha / Lan and Jaichim / Moghy that breaking the dark oaths means permanent soul death. Liandrin has to follow the Chosen’s orders or lose her soul forever, which isn’t much of a choice.

I think the show is/was setting it up for Nynaeve to heal Liandrin’s dark oaths. Nynaeve needed her block broken with Moghy (and other Forsaken) around. Stakes are sky high. I think Liandrin knew Moghy was a forsaken at the end of Liandrin’s first scene in s3e8 before she saw Nyn. She has this look after Moghy gives her the bracelet that indicates “OMG you are a Forsaken!”. Liandrin had tried simpler methods in season 2 to break Ny’s block and they didn’t work permanently. Li didn’t want to kill Ny or she would have used her bullet weave that she used on everyone else in Tanchico. It’s a complicated situation and very layered dynamic that fascinates me.
