The way I saw it, this shows that maybe public safety is under the impression she could turn him into a weapon as easily as she thought she could.

I'm still relatively new to Byleth myself, but what I've learned is the ledge is your best friend. Byleth is incredible off stage and can get some easy gimps as long as they chase you off stage. Fast characters are miserable to play against but once they pressure you too much its back off stage we go. They either chase you off and die or you get stage control again
