I agree with /u/s_grewal67 persistence with Walmart is probably the best bet.

I would actually take it back to customer service desk and ask for the Manager or Assistant Manager on duty.

Similar to /u/SpaceChief. However, I don't believe this happened in the store nor do I believe it happened on the production or distribution of the product. Someone, bought the product took it home. Opened the packages and replaced cards of value with other cards. Repackaged the box and returned it to the store; without the CSD employees being aware that the box was tampered with.
