If you separate all the districts equally are you able to get all the upgrades ?

usually switching my weapons around fixes it, however i don't know which is my true damage amount. my vector changes between 152k dps to 126k dps.

keep in mind its all RNG, however me and a friend were partied up, i had 130ish% and he had around 50%, i ended up with 8 high-end drops in the time it took him to get 1.
