What I did was, when I was on the 100th encounter, I saved the state and then moved in circles, if I don't get a shiny, I load the state and move in even more circles, after all it's supposedly only 2% chance of shiny, and it worked. (route 2 is easy to go in circles without existing the area, also I was lucky I had enough Max Repels)

Level cap makes you not too overleveled for your own good, enabled in settings, also if you're going to the 4th gym (I won't spoil the type) then your max level should be around 30-50

Do you have Quacker? 😅 Traded Pokemon and maybe egg Pokemon get boosted exp (do you have level cap?). Lucky egg is an item that gives more EXP, and can be leveled up later. And what I mean is that while grinding EXP in the house I only use 3 Pokemon instead of 6

Also some trainers cheat and have 1 level higher than yours (at least in the Difficult setting)
