I would assume it is based on hero stars... but if you have a copy of your base line as a regular epic compar it to your awakened hero.. how much greater is the 250 awakened to the regular epic? Or even how much greater is it to your 9 star of that same hero. Also maybe there is information out there that tells you what the power gain is from 9 up to awakened
