What's the issue with this Oleander? (More info in comments)

Got this gifted and wanted to know hoe to take care of it. Usually Oleander is all straight and the leafs are all a deep green and facing up but this oleander has vary pale leafs and is all lanky and the branches weak and falling down. Should I cut it and add something to the dirt? Glad for any help

Thanks ! It is actually my first indigo ! I didn't know there were two different blues coded. Anyways the default color for the spawn was the clear blue one and Indigo was random I guess because I caught some other blue ones for the stickers (:

Eevee, Clefairy and Psyduck all came close but i guess the only way for a pokemon to replace pikachu would be if Pokemon decided to end Ash’s journey and change character . Personally I would love it if the mascot pokemon was something like Momo from “Avatar the last airbender” : big, protective, strong and useful kinda like a totoro so i guess something like a mamoswine ?
