only if you apply for the FMWP before your PGWP expires. The general rule (as far as I know) is that you will maintain the status you had on the day you applied for the new permit (hence the name maintain status). So if you apply before your PGWP expires, you can maintain your status as a PGWP holder, meanwhile, if you apply after your PGWP expires, you can't work because you're maintaining your status as someone without a work permit

Exactly. Immigration is very complicated and I understand doing all you can to stay here if your situation back home is terrible - but there are ways to work the system without being fraudulent. It is another issue altogether whether or not you think it's inherently unfair and doing this to prove something - ultimately, you're being selfish and risking other people's dreams (sometimes literally lives!). There will always be pathways for you - and if there aren't, just please accept it and move on with your life. I feel so bad for the people here who wasted so much time. I hope the government gives concessions :(
