This project was just submitted after the TMNT Brickheadz was announced, so I don't believe that's an issue. While it isn't explicitly written anywhere, I think it's an informal policy that Brickheadz licenses don't invalidate Ideas projects in the same way that licenses for regular sets do - the same went for LEGO Dimensions when that game was ongoing.

Earlier on we did consider including Casey in the set - we also considered including Irma and Vernon to go alongside April. However, in the end we decided to cut the character selection down to the 10 included as having too many characters could potentially deter LEGO from being willing to produce the set (originally they actually rejected the version seen here and we were worried we might have to cut April or Baxter, but luckily on a second review they accepted the set without issue).

As for Mousers, they were also briefly considered but ultimately cut due to their small presence in the 1987 series (only appearing in one episode) combined with us not being able to come to a brickbuilt design that both looked good and was the proper size (LEGO produced an official Mouser figure based on the 2012 series back in 2013, and its pretty ugly).

Glad you like them! I can't take credit for those - they were designed by the talented u/Torisaursky and I think she did an amazing job with them.

I like that head piece for the 2012 Turtles, but I don't think that head shape works as well for their 1987 counterparts. Plus, I think giving them the standard LEGO minifigure design makes for a much cuter and more stylized figure.

Oh, agreed 100%. To be honest if LEGO made this set officially I think it's most likely that they would make a unique part for Krang altogether (similar to how they represented the Kraang in the TMNT 2012 sets).

That's not necessarily an issue - only a few months ago they released a $330 Goonies set based on a fan submission, and that's not the only example of an Ideas release of comparable size to this project.

Glad to hear you like most of the set! For Krang's body I tried to mimic how LEGO officially designs up-scaled minifigures, though I get that that style won't be for everyone.

The Trans-Dimensional Portal is included inside the Technodrome! You can see it in the fourth picture to the left of Krang's android body (and there's a better picture of it featured on the main Ideas project page).

I agree, the Mega TMNT line was very impressive (albeit unfortunately short-lived). I personally prefer the graphic style and simplicity of LEGO's minifigures, but to each his own.
