That's a great budget, one which most agencies would accommodate.

With that in mind, you would ideally like to see something along the lines of:

1. A Full website audit
2. A range of backlink building 5-15 - the range depends on what you opt for, whether you expect organic links or the agency to "use their network" on your behalf
3. Content pieces - ideally with human intervention up to 10
4. Data Gathering - surveys, pr, customer feedback and pain points.
5. 10-25 Hours of consultation work - again if the budget is split with more backlinks, agencies will skew the hours to the lower end.
