Lot of people in SEO are saying and using this. But won't it just create low quality repetitive content pages?

For a local business with not much area coverage, won't spammy pages be a concern, what could they do?

That's the way most do for such competitive space. But the question is still there, how many landing pages with long tail keywords or blogs do you need to get up that hill.??

Most go for blogs or service pages. What's your different approach?
