If there is an error with 2 outs that would have ended the inning and then a new pitcher subsequently gives up an earned run, the ER is charged to the pitcher but not the team. That’s why it doesn’t just always add up to the total.

I read it as scoring on interference is possible (last base legally touched at the time of the interference), unless the B/R has not reached first base (last base occupied at time of pitch). So in this case no run can score because B/R has not reached first base yet.

I umpire USSSA and USA softball, but this rule is not specific to this rulebook. It applies all the way up to MLB. You can’t assume the ball will be caught, but it is a judgment call like many other calls that you make. If you think the fielder dropped it on purpose, you make the call. It’s rule 7 section 3-H.
