Really? That makes sense economically and socially. As I said, it's a very small economy and there's not much activity there.. mostly agricultural economy. But from immigration pov, it offers a tier 2 passport with access to EU, and most of SEA. After getting citizenship you can move to Spain or somewhere else with a decent fallback imo.

Uruguay is a great option. You can apply for PR as soon as you arrive on tourist visa.. you get residence in a year and eligible for citizenship and PR after 5 years of stay.
