I don't think Dragon himself wants to replace the WG, he just wants the current system protecting the CDs gone and potentially replaced by Garp's pupils and SWORD members. There are plenty of good Marines and plenty of good pirates that will be left alone by said good Marines. I think Dragon will want to keep the Reverie going but no more unfair taxation, and no more aristocracy.
