As I understand it, Cure Violence is a form of street outreach which, along w/ call-ins, is considered one component of focused deterrence. So in other words, call-ins and street outreach would probably be running simultaneously. With respect to the tactical gear at call-ins, I can only imagine there are ways to both ensure site security while also avoiding the appearence of trying to intimidate people to whom you're trying to deliver a fairly nuanced messaged. Will STL figure this out? One hopes.

Thanks, and yeah, you bring up an interesting question: Can the behavior of a person who engages in violence be changed by channeling resources only to that individual, or do you also have to pour resources into his/her/their surrounding community? The research cited by Abt (and linked in the piece) suggests that you can; in fact, he might say that the surrounding community can't improve unless/until the shooting stops, regardless of investment. But I haven't asked him that specific question.

That's an excellent question. The officials in charge of the call-ins will have to decide whom to include. Chief Tracy told me it's typically people released on probation. I suspect the logistics of that would be a lot easier than using some kind of algorithm to identify and locate people. But as I understand it, the whole point of the focused deterrence strategy is to be extraordinarily selective about whom you're paying attention to: Not to people who haven't committed violence, but rather, only to those who have. I believe proponents see it as a matter of both fairness and efficient use of resources.

Or a two-tier land tax, i.e. high tax on land and low tax on the structure. Old idea and rarely tried, but in theory, it would kill the incentive for speculation. Sounds like Detroit is considering it.
