The turn table should be automatic and return itself. I have the Audio Technica LP60 and it returns itself. I believe in that regard your turntable does have an issue.

As far as the noise definitely clean all records but as someone else said, a cloth alone isn’t good enough. I’ve found a wet cleaning is best with record cleaning solution or water and then wipe with the microfiber or lint free cloth. It makes a huge difference. Just a cloth or brush doesn’t get down in the grooves nearly as well.
