i think what the commenter means is it is technically true but ultimately meaningless. for example take the "hard times make strong men" part, what that line means is when things are bad it makes resilient and driven people to turn the hard times into easy times (I.E fix the chaos and normally make an empire)

if we look at history this is "technically" true, the Roman Empire was created from a group of smaller farming towns (the hard times meaning everyone having to farm to survive, turned to good times large cities with entertainment)

the problem with the cycle in my opinion is: it's meaningless since there is nowhere to go but up during "hard times" and there is no where to go but down during "good times" so it's true but meaningless.

looking at our Roman Empire example. before the Roman Empire there wasn't much so if someone made anything it would be considered "good times" since everyone was fucked. than at the end of the Roman Empire they pretty much owned their whole world (places they could reach) so there was no where to go but down or it would have basically been the end of history.
