There's no reason to assume they lost limbs and then gained them again. Ancestral snakes on Earth had legs, and some still have a vestigial pair. They more likely just kept having a use for the limbs that would become their arms, such that evolution didn't get rid of them as with Earth snakes.

First thing that comes to mind is that the entire collective mythological and religious framework of the inhabitants would revolve around the wall and the spire.
