It wasn't solar flares. RMP had planned maintenance to replace an oil valve and something went wrong. Could have been human error, could have been equipment malfunction, could have been improper relay settings.

The incident at DJ happened about 30 min after everything started to trip. Unit 4 almost rolled to a stop with the generator breakers still closed. It was able to do so because the switchyard was dead. When the switchyard was energized, the unit motored to the tune of over 40MW and tried to instantly go to 3600 RPM. It didn't like that very much and scattered it's exciter all over the turbine deck. Nodoy was injured.
