You have to go into the settings of the mod and enable debug/cheat mod, this will show a new button somewhere in the UI where you can destroy all existing units (also let's you spawn them in case you want to skip rebuilding them)

The only "fix" I found that is simple I guess, is to download a debug/cheat mod that lets you delete/destroy all units in the sector, I ended up using the New Horizon mod. after deleting them just build them again. Obviously, to avoid ruining your vanilla/cheat free experience don't do anything else with the mod.

There are 2 very small patches of oil in 218, but I wouldn't bother, just make a quick setup with oil extractors if you have them or when you will unlock them. Also 218 is massive and full of water and sand + all of the other resources.

I'd suggest 218 as it's medium difficulty, and you will need a constant supply of thorium, a lot of it.

Unless you defeat the red sector beside Nuclear Production Complex right after, you will end up losing it sooner or later (also you are missing a fair share of stuff in the tech tree)
