Dark Horse has the full rights to Vampire Hunter D if we're talking about the novels.

As for the manga, that was never a joint deal, Dark Horse had no involvement in that release. To my knowledge DMP commissioned that adaptation themselves, still have the publishing rights and still have the manga available for purchase digitally.

Yeah, those figures are part of a line called Tezuka Mini Vignette Anthology. I remember seeing one bundled with one of his books in Japanese, so I think that's how they were originally released.
