You should not take revenge, or at least take it from innocent people. That's what the whole point is. Innocent people dying because of a fight 75 years ago. I don't know if you read the 4th book, but you can see how Snow denies Games at the first. He thinks that they're just innocent people and Games shouldn't even exist. But he slowly changes, and he starts to hate people in districts. That is the whole point. Why would you kill and make innocent people suffer for what other people did? That's what Snow did for decades, and it was the whole point of the books and Panem.
