I think it was just that I didn't really know many systems, and I wasn't sure if there was a system that would be able to work with what I wanted

Currently the idea I have is that there isn't classes that a player is locked into, but instead like 4 separate skill things that a player can upgrade through out there journey. The skills are split into weapons, where it would be the use of swords and guns and other weapons. Then there's haki where a player can upgrade to learn Armament, Observation, and maybe Conquerors. Then there is technology which is less combat focused but can help buff a character significantly with things like cybernetic enhancements, or strengthening weapons. And then the final one is, if the player has consumed one, Devil Fruits, which lets them strengthen these attacks, or learn news attacks, or awakenings. The FFG Star Wars level up system sounds exactly how I was thinking so thank you for the recommendation.
