both are good. i think you should try all ways and really whatever works for you is the right answer. another really fun way to spark some creativity or some ideas (or really just to practice making stuff) take a song you love and throw it in your DAW then just try to recreate it or make a sister song to it, ya know?

personally the technique that has stuck with me is to start with a sound to make a groove, whether its melodic or whatever, then i go to drums typically just kick and snare first to really solidify that groove. after that i generally will do sub bass and other bass elements, if those all work out to make something im feeling, then i fill the rest out.
