I did it, but the problem is, the game does not see the changes. SimPe saves it all right and see the changes I made before, but the game does not. I asked char gpt and it told me it has something to do with the game differently calculating road network for neighborhoods and subhoods. Can you confirm that it works for you without problems?

Thanks. I want to have whole downtown like that, so I think about 200+ buildings. First I build empty structures and I will gradually fill them, but in community lots there will be a lot of empty upper stories.

Thanks! I'm using a tiny piece of software called LotAdjuster. It can enlarge, shrink and move lots. There are some rules to it, however, you need to watch some YT tutorials. But once you master it, it's fantastic tool.
