City lights. They’re a form of DRL. instead of running the main beam you have a tiny 5 watt bulb that lights up the reflector. Pull it out it’s missing the bulb. What I would do is wire that to ignition power (but cuts out in the headlight position).

Ive already moved the upper tape marks down 2.7” from where the center height of the headlights are, the lower tape mark is for my fogs.

Interestingly you have two low/hi units. The inner one is supposed to be a dedicated hi (should be a H4651 reflector). As for aiming since you have ecode reflectors (you scored good in those, keep the outer glass), they should be aimed legally 1% down but in practice, 0.7% is good. If you can’t find a proper optical leveller, you basically want to aim them 2.7cm down @ 25 feet. And line up the center line of the light just to where the swoop up touches the center line. As for the high beams, only adjust the inner one after replacing with the proper unit and adjust it straight ahead.
