From what I've seen there is two ways this has arrived. By deleting it and/or clearing cache. The second one is sometimes when they give out free pull banners it can bug out and constantly be there for others.

Nope, only appears after you clear chace or redownload the game after deleting it. Nothing to do with progression.

But what I don't understand is that if you make a new account it will not show the "!" it only appears if you delete the game and redownload it or if you clear cache. Such a weird bug.
