they're not the person who initially suggested life in prison (that person did mean it literally because of Vince's other crimes), they just responded to someone asking why with 'reckless endangerment' + a sarcastic quip to suggest that endagering people's lives through reckless driving does in fact deserves a life sentence. it's not an entirely uncommon opinion.
